2- Gradually add the cold water, 1 tablespoon at a time, mixing until the dough comes together. Be careful not to overwork the dough. Form the dough into a ball, wrap it in plastic wrap, and refrigerate for at least 30 minutes.

3- While the dough is chilling, prepare the sweetened milk custard filling. In a saucepan, combine the sweetened condensed milk, whole milk, cornstarch, vanilla extract, and ground cinnamon.
